I don't know about "talking. These words are all ambiguous and I think this is one of the problems with our dating culture and the use of these terms.
I see "dating" as encompassing both exclusive and non-exclusive relationships.
You need link use context to understand what is meant. When in doubt, ask someone if you care about understanding exactly what they mean. I think it has a similar connotation to "dating" and can be used interchangeably. I rarely heard people use this term back around ish.
For example, a conversation might go like this: There's a lot of ambiguity though in "talking": Often, the interaction is in the earlier stages and it's not even clear what people's desires or intentions are.
But sometimes, it can be used to describe a relationship between two people in which they flirt and even have some regular and long-term intimacy, but only over text. Usually if people start hanging out regularly it would be more than "talking". I don't think "talking" ever has any connotation of exclusivity, but it can sometimes encompass flirty, sexual, or romantic behaviors that would cross boundaries in most exclusive relationships.

Now I feel like talking means very casually seeing each other. It's all very wishy-washy and subjective because everyone operates differently. I think of "seeing someone" as implying that you have not declared an exclusive relationship with them. You can be committed to someone long-term and still describe it as "dating. I would only use "talking to" as a euphemism if I hadn't done anything romantic or sexual with that person yet and I was still trying to ask them out or hit on them.
Using telecommunications to learn more about one another ie. Spending intimate time with each other mainly in planned activities ie. A night on the town, concerts, clubbing, etc. Spending intimate time with each other mainly in casual settings ie. Sleeping over, watching reality TV, eating take-out. I think dating and seeing are the other way around.
But for most people, this stage is pretty much the same.
I call it dating when I go out on dates with the person, like I text them and say "want to go bowling on Saturday" and I hope after bowling they suggest we go back to one of our places for a drink, that sometimes ends in sex. I say I'm just seeing them if they text and say "can I come over with pizza and we can watch the office on netflix and cuddle" with cuddling always ending in sex.
When two people are "talking", they likely both know they are attracted to each other, but have not moved forward in a relationship yet.
Anyone can do it through an app or text, and you could just be talking as friends. But "going on a date" might just mean you're meeting someone for coffee- it's less formal.
